In 1970, to the shock and horror of the conservative leaders who had pushed for the report, the recommendation of the commission called for “the abolition of all general laws that prohibit distribution of obscene materials of the normal consensual kind to adults, and that obscenity laws should just take the form of specific laws dealing with particular kinds of contexts: public displays, unsolicited mailings and distribution to children.” The commission also recommended that the country get serious about sex education.

Although the government, at both the federal and local levels would fight the report and continued to wage war on adult-oriented material, the barn door was opened and the proverbial horse wandered out of the barn, never to be put back in again.

By 1970, adult magazines began to move into more explicit material. Just as Playboy of the 1950’s opened the door for Penthouse in the late 60’s which opened the door to explicit magazines such as Hustler in the 1970’s, so too was there an evolution with the FemDom女性支配 — female domination magazine. The tame content of the 1950’s and 1960’s began to give way to more explict material in the 1970’s. Graphic fiction and pictures that acutally showed nudity began to make its way into Fetish恋物 — a strong sexual focus on one thing and FemDom女性支配 — female domination magazines.
