I see no reason why your sister cannot discipline him while you watch as long as you are both clear on the boundaries that you set. Make sure that your sister is fully clothed and that there is nothing sexual between them during the discipline session. If she is becoming aroused in her mind, that is understandable and can be expected. That is why I would suggest that it is better that you are present. It seems to me to be more of a risk if she disciplines your husband when you are not present. So if you are going to allow your sister to discipline your husband, I would highly recommend that you be there to supervise. That will insure that she does not discipline him too hard and that things do not get out of hand.
